最近マス・メディアに、カジノを含むIR構想に反対する論調をいくつも見かけました。その多く（本音は「すべて」）は、「まったくのデタラメ」か「強引なこじつけ」にすぎないものです。それらのトンデモ論調のうち、今回は影響力の高そうな次の2本についてコメントしておきます。
(A) 大前研一「日本でカジノが成功しないこれだけの理由 ― カジノは「紳士と淑女の社交場」にあらず ―」SAPIO、2014年11月号（連載）
(B) 鳥畑与一「経済効果は不透明、共食いでは意味がない」Wedge,Oct.2014.
(A)は、日本型ＩＲが「中国人ハイローラーを重要視していない」ということをまるで無視した論調です。また日本のマシンがパチンコのように、風適法下で「パチンコ玉1発１万円」などとすることがありうるかのように書くだけで底の浅さまる出し。事実関係もずさんでありながら、自分だけが「カジノの経済学」を知っているかのように書く。どうしようもなく稚拙な論調です。
現在反論を執筆していますが、「考慮に足る成功しない理由は、ひとつも存在しなかった」、と結論だけ述べておきます。
(B)は主として「カニバリゼーション」と呼ばれる効果、つまりカジノが儲かっても周辺の消費がそのぶん減るだけで、経済効果はほとんどないとする論調です。カニバリゼーションは、①期限と地理的範囲を限定する、②（IRに）新産業が存在しない、③IRができても消費性向が変わらない、の3点があれば議論の対象となりうるのですが、その3点のどの１点もクリアしていません。たとえ3点すべてをクリアしてもなお、自由競争の近代資本主義制度下で、人々の選択が勝者を決めるだけのことだとする経済学者の有力論文もあります（D.M.Walker & A.H.Barnett,1999）。過去のリサーチからは、結論のでない問題ですが、多くを読んだ身としては「カニバリゼーションは起こらない」方の論文により説得力を感じます。これについても反論を執筆中です。
I have seen several media articles which are opposed to, so to speak, IR ( Integrated Resort ) law included in casino facilities, recently. Most of them ( to be honest, I feel “all” of them ) are either simply fake or an artificially strained interpretation.
Of all those articles, I like to say a few words about two articles which are regarded as very influential ones. Those two are:
(A) Ken-ichi Oomae 「Nihon de Kajino ga seikou shinai koredake no riyuu」; SAPIO, Nov. 2014.
(B) Yoichi Torihata 「Keizai kouka wa futoumei, tomogui dewa imi ga nai」; Wedge, Oct. 2014.
The article (A)’s argument forgets ( or ignores ) the fact that in Japan IR is not expecting “Chinese high-rollers as primary customers.” In addition, the author exposes a shortage of knowledge by saying “10,000 yen for one pachinko-ball”. Even more, Pachinko is controlled under totally different law than the new IR law.
Despite the fact that many descriptions in the article are full of untruth factors and lies, he boasts that he is the one who knows well about “Casino Economics”. Yet, he should realize he is just a novice in this subject. I’m writing this article which argues back to Mr. Oomae, in that I conclude all of the issues he argues, none were worth considering seriously.
The article (B) mainly focuses on the phenomenon called “cannibalization,” which is an aversion that there is no economic growth if revenue of a casino and its related facilities comes from sacrifice of other stores near by. The argument of cannibalization makes sense only if three conditions simultaneously meet; they are ①area and duration is defined ( limited), ②new industry will not arise from IR, and ③total consumption patterns do not change after IR starts. And none of three, however, is met. Assuming if those 3 conditions exist, Walker & Barnett (1999) argues that the cannibalization (which Torihata calls that way)is simply the result of free competition under modern capitalism’s rule; it means people can chose from which they feel is a better way to spend.
There is no concluding evidence to support either assertion. Personally, as a scholar who has been studying this field for a long time, I feel the opinion which denies the existence of cannibalization after new casino establishment has merit.
